Public Participation is the core and essence of public governance. Whether China can be successfully transited depends on the successful transition and innovation of governance structure. During the process of transiting from the state-controlled governance structure to the public-participated structure, the basic question of effective governance is how to encourage civil people orderly and effectively to participate in the public governance and service. Under the current situation of residents of lower-level civil spirits, public ideas and lacking of accessible ways of participating, to find one available mediation challenges the capability of Chinese government of improving and developing governance structure.For the grass-root governance, i.e. subordinate community, there is the same question. How to construct effective mechanism of public participation is the key step to improve community governance. This dissertation focuses on public participation discussing how to cultivate effective governance structure in the transition of the past ways to modern governance. Beginning of basic definition, applying the new public service theory, the author analyzes the problems the current grass-root community is faced with in governance. On case study of Weifang Community, the author concludes that the CPC sub-organizations and her members could play very important roles in constructing modern governance in which people are encouraged to participate in many ways. Thus, step by step, the modern governance structure comes into being.
