According to the World Organization for Animal Health (OIE) counts, the seven seas annual increase one kind of animal disease, these new and recurring animal diseases, which 75% of them are zoonoses, such as avian flu. Major animal epidemic, such as highly pathogenic avian influenza, and A type of foot and mouth disease have occurred in China. Emergency animal epidemics may not only result in death, but also generate economic loss for aquaculture, tourism; and pose a serious threat for public health and safety. As an important part of the protection of public health and safety, the government which made emergency animal disease management is particularly important. This article taking Xi’an animal disease emergency management for the subject investigated, in order to enhance the level of Xi’an emergency management, focus on emergency management "one case, three systems" (emergency plan, emergency management system, mechanisms and legal) and basic safeguards Five key areas were analyzed, by analysis the advantages of the developed countries, to find shortcomings and weaknesses in responding to emergencies in Xi’an local animal disease events, according to the problem, which presented five aspects of advises include:promptly revise the emergency plan, rationalize the system and clear the duty establish and advance the rule of law to provide the basis for emergency response, improve the management mechanism operating level, enhance the level of protection and tamp basis of the prevention and treatment.
