Research On Equalization Of Basic Public Service In China And Its Influencing Factors

Equalization of basic public services is the inherent requirements of building service-oriented government, an important means to protect people’s livelihood and expanding consumer demand, and a necessary condition for our country to build a harmonious society and realize sustainable development. Therefore, the study of basic public services and path analysis of how to achieve the level of equalization of basic public services equalization has very important theoretical and practical significance.This paper outlines the research background, the significance of basic research and research in the literature on the proposed Institute of basic theories and concepts involved,using entropy method, the weighted average method, coefficient of variation and clustering method of basic public services. Furthermore, this paper will describe and analysis China’s overall level of equalization and 19 provinces, and finally, the use of individual fixed effects regression model and spatial metrology in 19 provinces of basic public services composite score study analyzed factors affecting the level of basic public services.According to research data and domestic 19 provinces nationwide found: basic public services showed unilateral national growth trend in 2007-2011, and the growth rate is declining. In 2010-2012, the level of equalization of basic medical health and basic social services are the highest, while the level of the equalization of persons with disabilities basic public services and basic housing security are the lowest. In this three years, the level of equalization of basic Public education, employment services, basic social services, basic housing security, public cultural and sports of basic public services and persons with disabilities basic public services has increased annually. In addition to basic social services,basic health services and persons with disabilities basic public services, the other five basic public services have significant cluster effect in the three years. The overall level of basic public services and the level of equalization are influenced by the amount of per capita income of the general budget, the amount of per capita transfer payments, the amount of per capita output of the general budget and GDP.
