Regional integration has greatly promoted economic and social development throughout the world The practice of developing a market-oriented socialist economy with Chinese characteristics also proves that the achievements in economic development so far obtained in our country depend on those economically active areas.In some areas of our country,the possibility of regional cooperation has been accepted in various ways.In recent years,domestic regional cooperation has received more and more attention,especially the coordinated development of Beijing,Tianjin,and Hebei has become increasingly popular.General Secretary Xi Jinping proposed the coordinated development of Beijing,Tianjin,and Hebei as a major national strategy for the first time at the symposium on coordinated development of Beijing,Tianjin,and Hebei held on February 26,2014 in Beijing.In April 2017,General Secretary Xi Jinping proposed the establishment of Xiong'an New District as a “bull nose”.As a major task for the millennium and a national event,It would be of great promotion of the coordinated development of this area.Collaborative legislation is an important legal guarantee for the promotion of the political,economic,social,cultural,and ecological development of Beijing,Tianjin and Hebei,and is also an important connotation of the coordinated development of Beijing,Tianjin and Hebei.However,due to the imbalance of social and economic development in different regions,differences of legal concepts,as well as local protectionist ideology and intricate interests in the game,etc.,it has led to various forms of legal conflicts.The Beijing-Tianjin-Hebei region can develop healthily and smoothly only under a harmonious and good legal environment.Therefore,it is imperative to establish a scientific,reasonable and effective coordination mechanism for Beijing-Tianjin-Hebei.So it is urgent to create a favorable legal environment for the Beijing-Tianjin-Hebei region.As a major national strategy,the coordination of the Beijing-Tianjin-Hebei legislation needs to be strengthened by central government to advance the progress quickly and effectively.This article attempts to start from the perspective of legislation,based on the existing practice of regional legislation in our country,draw lessons from the experience of foreign cooperation legislation,with the objective reality of the Beijing-Tianjin-Hebei region and analyze the limitations of collaborative legislation to study a suitable Beijing-Tianjin-Hebei Regional cooperative mechanism for legislation.The establishment of such a synergy mechanism requires the full play of the leading and promoting role of legislation,and the protection of people's rights,social equity,and national security and stability in accordance with the law.It will provide legal guarantees for the implementation of the national strategy for coordinated development of Beijing,Tianjin and Hebei,and the intellectual support for social governance and the construction of legislation in China.The main content is divided into four parts: The first part introduces the concept and model of the coordinated legislation of Beijing,Tianjin and Hebei,and the basic principles and necessity that should be followed.The second part is a profound analysis of the foreign legislation,combining the two models of the United States and the EU's legislative model,and draw some inspiration.The third part talks about the problems existed in the coordinated legislation in Beijing,Tianjin,and Hebei,in which the legislative model,procedures,scope,collaborative supporting mechanisms,and public participation system are included.The fourth part is to solve the problems of the third part,with the reality of Beijing,Tianjin and Hebei,some suggestions are provided: First,it proposes a compound model of collaborative legislation for the first time;The second is to propose a supporting process with the Beijing-Tianjin-Hebei compound model.The third is to increase the scope of the Beijing-Tianjin-Hebei collaborative legislation.The fourth is to raise suggestions for improving the public participation system.The fifth is to put forward a coordination mechanism with the cooperative legislation of Beijing,Tianjin and Hebei.
