Research On The Innovation Of Anti - Smuggling Police Training Mechanism

It is known thatanti-smuggling police training mechanism has very significant meaning and impact on improving the anti-smuggling police training effect. We need new ideas and new training methods plus with doing innovation to its content and assessment so as to create a new anti-smuggling police training mechanism. This paper does study on reform and innovation of anti-smuggling police training mechanism.Currently, we have several problems with anti-smuggling police training mechanism. a) The training goal and effect are not consistent. Sometimes, people do with anti-smuggling police training just for training itself, but ignore the training assessment and how much trainee have learned from training in reality. Then the training time is shortened, in some cases. b) Ignore the individual difference of trainee. It did not conduct the training according to the team construction and take people as oriental to training. It should be carried out purposely after fully understanding the trainee demand and the capacity of every individual. c) On types of training, it paid much more attention on pre-position training than on-position training. At the beginning of every year, the training assignment has been paid enough highly importance. That makes the training time long enough for anti-smuggling polices to learn systematically on customs profession and anti-smuggling work. And it also enriches anti-smuggling polices’ profession and strengthens their body physical fitness. However, the situation of on-position training is not positive. It has problems like too loose training, time short, especially training deployed unevenly. The leaders and supervisors are trained a lot while anti-smuggling polices working at the front have less training even they are long engaged in anti-smuggling work. d) It put much importance on training model during conducting training. But it does not dig enough on whether the training model is suitable for practical work or not. It has much less experience sharing lesson from anti-smuggling polices who have more practical working experience. There is gap, to some extent, between the politics theory & profession theory and real working experiences of anti-smuggling polices equipped with customs industry characteristics. That reduces the guidance function of profession training to practical work. e) It paid importance on traditional training programs and despised the overall quality promotion. The training program setting applies the tradition of focusing on politics theory, law basis and anti-smuggling work. But it does not pay attention to quality education of the anti-smuggling police professional ethics quality, psychological quality, physical body quality.This paper provides several suggestions as follows to ensure the effective development anti-smuggling police training based on the above problems, a) Do innovation to anti-smuggling police training idea. Police training requires the development step by step. Conducting the training with specific target for each individual police trainee and providing guidance to customs anti-smuggling police training by using the scientific concept of training. b) Make anti-smuggling police training objectives clear to trainees and enrich training content. Training content should be carried out in accordance with the anti-smuggling training target and position requirements setting, close to the practical needs. Enrich the content of anti-smuggling police training according to different job responsibilities. c) Do reform to innovation anti-smuggling police training model. We could apply different kinds of training methods like internet training, discussion around a meeting table and concentrated solving the cases according to different ages, different positions, and different ranks of the anti-smuggling police from different parts. d) Complete the anti-smuggling police training supporting work. Select professional team to edit the training books and excellent full-time and part-time teachers for training. Establish special anti-smuggling police training base and deploy training funds. So that we could guarantee the anti-smuggling police training work conducted effectively and successfully. e) Establish sound anti-smuggling police training evaluation mechanism. Training evaluation mechanism is effective or not determines the effect of the training. To ensure training overall effect is satisfactory by establishing sound training evaluation mechanism.Anti-smuggling police training mechanism innovation not only has an important meaning to build an anti-smuggling police force with "strong politics, professional work, trustworthy", but also plays a key role in the degree of training effectiveness by the interaction of each link of the training mechanism. Only with the help of close link of each part in the training mechanism and forming a complete training chain, we could build a "loyal, brave, wise, strong" anti-smuggling police force under current complex social situation.
