Study On The Multi-agent Governance Structure Of The Poverty-relief Relocation And Resettlement Community From The Perspective Of Meta-governance

This paper studies the multi-agent governance structure under the "metagovernance" of the poverty-relief relocation and resettlement communities under the background of the transformation of "state-social" relations.Reviewing the literature,it is found that the current academic community generally believes that the current community governance structure is changing from the government as the sole governance agent to the local government and other agents to cooperate with the community governance.Therefore,this paper is committed to explore: In the poverty-relief relocation and resettlement community such a special type of community,what are the performance and problems of each governance entity? What are their roles and positions in the governance of poverty-relief relocation and resettlement communities?Based on the above,under the guidance of the "meta governance" theory,this paper selects a poverty-relief relocation and resettlement community in Gansu Province as a field survey,describes the governance practice of each governance agent,reveals the relationship between them,and examines the governance structure of the poverty-relief relocation and resettlement communities.From the perspective of local government's actions,at present,due to the shift of the focus of governance and the change of governance mode,the state has chosen an "embedded" strategy to enter into the process of community governance and occupy the predominance in it.This can be seen in the implementation of local government's antipoverty relocation policy.The effort of "neighborhood station separation" has not succeeded in reversing the "administrativeization" of the community neighborhood committee.In addition,local governments also seek to further embed and lead community governance by setting up "Community Party member service posts" in the community.From the perspective of the property company's practices,it has made some achievements in providing community service and solving the employment problem of some community residents,but because of the tension between the formal "system" created by the property company and the daily "life" rules of the community residents,the residents in the community have refused to pay the property fees and stuck to the old way of life.This provides further opportunities for local governments to enter and lead the process of community governance.The property company continues to face difficulties in market governance of the community.From the perspective of the performance of self-organizations of community residents,local government,based on its own interests,for the consideration of "administrative absorbing service",has controlled the self-organizations of residents in the community differently,and adopted different attitudes of support and negative treatment towards the leisure and entertainment and rights-based residents selforganization.The future of different types of residents' self-organizations show that the development of community residents' self-organizations can only be achieved by meeting the needs of the local government and adopting the strategy of depending on the local government.At the same time,the self-organizations of residents in the poverty-relief relocation and resettlement communities also face the problems of mutual conflict and the loss of the main body.It is found that the current governance of the poverty-relief relocation and resettlement communities presents a multi-agent governance structure under the "meta governance" of the local government.Therefore,this paper puts forward the responsibilities of "meta governance" and the abilities of other agents in the community governance of the poverty-relief relocation and resettlement communities.It is believed that the formation of good cooperative relations between local governments,markets and society is a feasible way to achieve effective governance and healthy development of the poverty-relief relocation and resettlement communities.
