China is currently undergoing a period of deep social and economic transition. Various contradictions and problems stand out intensively, while miscellaneous thoughts and ideas confront each other complicatedly and sensitively. In the meantime, with the fast growth and popularization of the internet and different media, the spread of the information and the generation of the public opinions are exploding. The public appeals for self-interest and takes part in social management with unprecedented enthusiasm and effort. All these accelerate the outbreak of incidents of public sentiment. The government is shouldered with heavier burden of dealing with public sentiment. Therefore, it becomes an important part of optimizing Chinese system of crisis management of public sentiment to improve the capability of the government to manage the public sentiment, to cope with the crisis of public sentiment effectively and to keep the social stability and harmony.Yunnan is in a key period of economic development and social transition. The period is full of opportunities to promote pragmatically the exchange and cooperation with Southeast and South Asian countries, the Pan-Pearl River Delta, the Yangtze River Delta and its neighboring provinces and municipalities. It is especially important to shape domestic and international public sentiment in this period. Therefore, to study the managing system of public sentiment in Yunnan is conducive to fully performing the government’s functions, completing and optimizing the managing system of public sentiment, improving the crisis management of public sentiment and facilitating the service-oriented government of Yunnan province.This thesis starts from the reality of the management of the public sentiment in Yunnan province, adopts methods of literature study, comparative analysis, systematic analysis and empirical research, further reveals the developing process and current situation of the crisis management of public sentiment in Yunnan province. Based on theories of management, sociology, social conflict and crisis management, illustrated by case study, it tries to make the discussion more accurate and persuasive.The thesis is divided into five parts. Part I is a prelude which introduces the background, goals and significance of the study, as well as the current achievements of study both at home and abroad. It explains the methods and thinking of the study too. Part Ⅱ is to define concepts which are related to the crisis management of public sentiment and to make an analysis of the basic theories. It mainly defines the concepts such as the public sentiment, the crisis and the crisis management etc. Meanwhile it demonstrates the related basic theories. Part Ⅲ is to mainly study and refer to foreign management modes of public sentiment, to analyze the reasons and features of the crisis of public sentiment in China, and to dissect the typical cases of domestic incidents of public sentiment. Part Ⅳ is to explore the general and current situations of the crisis of public sentiment in Yunnan province and the status quo of its management, to find out its existing problems. Part Ⅴ is to put forward policies and advice to solve the crisis management of public sentiment in Yunnan province.
