After entering the 21st century, social economic transformations affect the construction of the public sector’s human resource. For the public sector, the human resource construction had not yet been induction training or several of vocational learning. Economy and politics and society blend each other today, an efficiency training mode play a vital role in the human resources construction. For a province which has numerous ethnic, the professional abilities, acceptance level and cultural literacy of the cadre (especially ethnic cadre) are just about the government management-it’s about the development direction of the ethnic areas. This requires a perspective of human resource to study the ethnic training mode. And it should be a direction of research on the special groups of the cadres.The theory of public human resources management provides a perspective with the ethnic training mode. Although originated from classical economics researches, the theory of public human resources management pay more attentions to public power and social welfare which are different from the enterprise human resources management. So it must involve the problems of organizational goal setting, target faction, and individual attributes. And the research frameworks are highly valuable as the ethnic training mode of Yunnan Province. In essence, every training mode is the results of the passive adaptation in the economic and social environment. The questions of "how to training", "what is the training", "how to build the institution", are affected by the factor of the organizational goal. It means, the training mode go behind the fact of the economy and society development. Since the 21st century, under the influence of economic growth mode and geopolitics, ethnic cadres training mode of Yunnan province met many questions such as inefficiency, object fuzzy, content comprehensive, etc.The main reform aim of the public sector’human resource optimizes allocation of resource which based on the efficiency and maneuverability, and it can improve the ability of the accomplishment the strategic objectives, Yunnan province ethnic cadre training mode is no exception. In the terms of content, there are 3 main reform path:the aim; the object (redefinition the national cadre) and the means.
