Research On The Model Of Providing For The Aged In Rural Areas In Kunming From The Perspective Of Social Security Theory

There are three parts in Marxism theory of social security:criticism on capitalism social security, designation of communism social security, and the study on social security for any social formation. In Kunming rural area there are more than 480,000 old men which is about 60% in total Kunming old men. How to supply full social security for these old men is the important problem of the government, as well as the question for academic research.There are there social security polices for old men in Kunming rural area:basic retirement security, retirement security for people relocated due to building demolition, and encouragement for social nursing home. From the research on 699 respondents in Kunming rural area, the model of old-age care in Kunming rural area is multi-model, which is that more people depend on old-age self-care and old-age family care, limited people depend on social pension. There are five problems in retirement security in Kunming rural area. First, the functions of traditional retirement security are loosening. Second, old men live lonely and poor quality. Third, the condition of medical treatment is poor. Fourth, the installations of cultural entertainment are inadequate. And last, the development level of social nursing home is very low, and community social security is only on the way.According our research, Kunming government should pay more attention on construction of the new model of retirement security in Kunming rural area, which is that government should play leading role, and the functions of old-age self-care and old-age family care must be emphasized, the standard of social pension must be improved. Meanwhile, the new community retirement security must be constructed.At the same time, security mechanism of retirement security in Kunming rural area must be constructed as well. Firstly, Endowment insurance system must be improved as soon as possible. Second, the system of medical care insurance should be perfected as well. And third, government should improve the standard of old-age pension.
