Including China, the civil service’s appointment system has been an essential part of the government personnel reform by many countries since the new public revolution movement. China has published the Civil Servant Law in 2006 which clearly established the specific implementation methods for managing the appointed civil servants and provided legal basis for appointed civil servant’s recruitment, and some provinces also begin to build up the civil service appointment system to employ and manage their professional servants who had signed contracts with them. This has promoted and encouraged the rational flow of all kinds of talents and broken the eternity of civil service post. We all know that the assessment system, which is the foundation of the civil servants’ rewards and punishments, etc., is quite imperative to the government personnel administration. Civil Servant Law, Interim Procedures of Management for Civil Service and the certain employment contracts have made the rules of the civil service, and governments at all levels basically hold an annual assessment. And now some pilot local governments have established several measures as well in agreement with their local conditions to manage their civil servants, and has built up a complete set of system which is effective and improved the procedures of the development, and has further improved the application value of the assessment results.The appointed civil servant’s system is built to set up an "entering and going out" employment mechanism and establish proper career crisis consciousness for all civil servants, which can improve the overall service quality of civil servant. The key point of this implementation is the examining and assessment system is valid or not. However,because of the system’s development time is short and lack of mature experience, there are some problems to be further discussed and solved, like imperfect assessment andunreasonable evaluation index, etc. All these problems are rooted in China’s traditional administrative environment, the imperfection of the law, lack of practical experience and so on.Based on the above issues, this article has learned from foreign experience and mainly focused on practical strategies to solve these difficulties, and aimed at perfect the civil servants assessment system, which mainly includes further improving laws and regulations of the appointed civil servant’s system and providing strong legal protection for its development; Set up a scientific and quantitative appraisal indicators and make a concrete analysis of each specific position which helps conduct a qualitative and quantitative evaluation; Introduce the multiple evaluation bodies and reduce internal evaluation’s oneness; Develop a democratic standardized assessment procedures to improve the evaluation procedures’ transparency and fairness; Introduce the comprehensive supervision mechanism and attach great importance to the masses and the supervision of media’s opinion; Give a positive feedback and effectively use the assessment results and fully motivate the appointed civil servant’s initiative for work.The author wishes that these measures can make a contribution to the improvement of civil servant assessment system of our nation.
