A Study On The Participation Of Citizens In Local Legislation

"Rule of law is important, a good law is a prerequisite of good governance", and improve the legislation is an important prerequisite and foundation of our country’s rule of law. Develop a good legal to be able to reflect the social reality, reflecting the will of the people, to meet the needs of social development, and meet the objective laws of social development. Therefore, in the legislative process should take into account interests and needs of all parties, to prevent the legislative activities become legislative bodies to safeguard their own interests. The citizen participation in local legislation, to prevent abuse of power by the legislative body, to ensure the interests of the demands of the main stakeholders to give full expression at the same time, but also help improve the quality of legislation, strengthening the scientific and democratic legislation to some extent. It is important for the construction of rule of law in the country.In recent years, our country has accumulated some experience in the practice of citizen participation in local legislation, and promote the development of local citizen participation in the legislative process objectively. However, there is not a standardized system to protect the system, there are still many shortcomings in the specific application. Therefore, the strengthening of citizen participation of Local legislation is necessary. This paper is divided into five parts of the relevant issues Citizen Participation in Local Legislation research and discussion:The first part is an introduction. According to China’s actual situation from a different perspective on the study of citizen participation in local legislation of significance it was explained, and summarizes the current research.
