The legislative power belongs to the people in essence.Public participation in legislation orderly,which means public express their own will and desire fully and effectively through a variety of ways,is an important way to achieve the principle of democratic legislation.With the deepening of China's reform and opening up and the continuous progress of the rule of law,democratic legislation has been taken into account gradually,and the guidance and expansion of public participation in legislation has been paid more and more attention.As an indispensable part of the legislative system,all parts of our country conform to the trend of social development and the requirements of democracy,legitimacy,local adaptability and the effective implementation of local legislation to carry out the activities of public participation.We have achieved certain achievements,but also exposure some issues such as the imperfection of public participation process,insufficient awareness of participation,inadequate ability of participation and insufficient guarantee of rights,leading to the reduction of the role of public participation.Thus,it is particularly necessary to improve the public participation in local legislation.From the view of operation of the procedure,only the scientific refinement of public participation in the process can achieve the orderly participation in legislation.Perfecting the process of public participation is an important way to improve the effectiveness of public participation in local legislation.At the same time,in order to create a good environment and enhance the effectiveness of public participation,we should focus on cultivating positive and capable participants,and further improve the supporting mechanism such as legislative information disclosure and the mechanism of excitation.
