The salary system of civil servants is a core part of the Civil servant system, meanwhile, is a significant component and element of the income distribution system in our country. It concerns personal income of civil servants, public management and public services as well. The rationality of salary system for civil servants has tremendous influences on job enthusiasm, personal living quality, honesty and uprightness, and the stability of developing high-end talent teams, and even the fairness of the public services. Thus a stable, efficient and clean government needs a legal and reasonable salary system for civil servants. The salary system established in 2006 has been used so far in our country. The rule for salary distribution of civil servants, including the standard adjustment for working bonus in different areas and departments, is always instituted by Central Government, which is the main characteristic of Civil servant system. However, in our country, the salary for servants is still less though there is a remarkable increasing on economy, as well as a significant development on society and change of social situation. First of all, there is lack of scientific standard to adjust their wages. Secondly, the salary system of position classes does not consider the humanistic factors. Thirdly, there is lack of compensation and incentive on normal adjustment system for regional differences. Finally, it has some prominent and conflictive issues on endowment insurance and occupational pension system. The author analyzes the salary system of civil servants in our country, through contrasting the west situation. By research, the author considers that it will be a adjust legal basis by building perfect civil servant salary system, setting up reasonable salary structure for civil servants, classifying position for civil servants, introducing performance pay, establishing a benefit growth mechanism for remote areas and transitional subsidies on pension policy, considering to classify official transport subsidies standards, establishing a legal, scientific and normalized Chinese civil servant salary system.
