In view of the current situation,there are problems of Chinese civil servants' brain drain,lack of work enthusiasm,low efficiency and equal pay.The main reason is that there are many defects of the salary system of civil servants in China.There is no incentive inside,and the outside is not competitive,which led to the existence of the above problems.This paper analyzed and explored the salary incentive mechanism of Chinese civil servants,and tried to establish a comprehensive salary incentive mechanism,which not only helps to improve the efficiency of civil servants,but also is an important means to realize the functions of government effectively.In this paper,the civil service pay incentive mechanism is discussed at the same time,referring to the new civil service law in 2006,the present civil service pay composition was summarized and analyzed.Specifically,the salaries of Chinese civil servants are mainly composed of three parts,namely,daily wages,benefits and insurance.This paper summarized the current situation of the salary incentive mechanism of civil servants in China,and analyzed the existing problems of the salary incentive mechanism of civil servants in China.At the same time,it introduced the compensation mechanism of civil servants in some developed countries and summarized the advanced management experience on the basis of analyzing the civil service pay mechanism of developed countries.That is,to establish a salary system with the job match,a reasonable set of pay management system,the establishment of specialized civil service pay management regulations and so on.At the same time I believe that in China's civil service pay incentive mechanism to join the performance pay,broadband pay and the ability to pay the system is also very necessary.Through the analysis of the salary system of Chinese civil servants and the discussion of foreign advanced management mode,the paper put forward the countermeasures to improve the salary system of Chinese civil servants and makes a detailed introduction.This paper analyzed the ideological level,the mechanism design level and the implementation level of the mechanism.Specifically,it is necessary to start from four aspects: strengthen the transformation of the civil servants' ideology,perfect the salary management system,establish the comprehensive salary management regulations and establish the corresponding supervision mechanism.It is important to improve the salary system of civil servants in China to enhance the enthusiasm of civil servants and enhance the effectiveness of the work.We should boldly reform,starting from their own specific situation,at the same time to learn from foreign advanced management experience,improve the relevant management system,the establishment of a comprehensive incentive measures.The reform of the compensation system of civil servants is not accomplished overnight.It involves many aspects of the management of the state units.The reform of the remuneration system is a complicated task,which not only requires the efforts of the government staff,but also the public support and efforts of the society,civil servants and the public.
