Since the reform and opening up, China’s poverty has increasingly become an important social issue. But with the transformation of the market economy and the impact of the economic globalization, the problem of poverty is still outstanding, because of the government’s own limitations, it is difficult to achieve by the government to solve the problem of poverty. Trade unions, as a government to solve the problem of urban poverty, a powerful assistant, is to improve and perfect the social security system is an important supplement, is an integral part of social assistance system. A trade union to carry out the work of helping is a relationship to the important work of the vital interests of the masses of workers, but also trade unions over the years in the maintenance of the legitimate rights and interests of workers in the work to create a brand works, in an effort to create a harmonious and stable social situation, played an irreplaceable role.This paper analyzes the theoretical basis of union in urban anti-poverty of helping poor workers advantage of Gaoyou City Union difficulties workers helping work status, use efficiency and fairness, anti-poverty, hierarchy of needs etc., through survey questionnaire, case analysis and other research staff in helping and supporting the work mode and practice, analyzes the problems and reasons existed in Gaoyou City Union of helping poor workers, and puts forward countermeasures and suggestions for the trade union work of helping Gaoyou city.The results of the study showed that in urban poverty, Gaoyou City Federation of trade unions since the difficulties workers helping center construction, to carry out a number of activities to assist, take the "spring send post, summer send cool, autumn student, winter warmth" series of measures, to create a social atmosphere of rescuing and helping, and achieved remarkable results. But can not be avoided, with the urban anti-poverty encountered new problems and new situations, in actual operation, some of the existing work of helping mode has not adapted to the economic and social development needs, can not well meet staff needs. According to the investigation found that the union of helping poor workers there are still lack of financial aid, propaganda is not enough, helping is not precise enough, helping the team building and developing lag problems, a detailed analysis of the reasons of the grass-roots trade union supporting platform are not paid enough attention to, grass-roots trade union work of helping subject to resource constraints, motive force of the development of innovation lack of regard.In this paper, we study at home and abroad to carry out difficult people helping rescue the experience and practice, more comprehensive and in-depth study of Gaoyou City trade union work of helping poor workers, from the promotion of helping staff quality, broaden the assistance fund raising channel, integration of all resources and other aspects, and puts forward the countermeasures and suggestions under the new situation of trade union work of helping the well is analyzed.
