Human resource has become an important strategic resource for national economic and social development, establish high-quality talent team, it is an urgent need to adapt to the increasingly fierce international competition, enhance the comprehensive national and strength competitiveness. Institution as unique to our country, it is the main centre for all kinds of talents in our country, improve the reform of personnel system in institutions, has great significance for building the high quality, socialization of professional and technical personnel team, promote economic development and social progress, and to realize the grand goal of China’s reform and opening up and modernization. Implementation of open recruitment system in institution, is the inevitable requirement of deepening the reform of personnel system in institution, is one of the main links of personnel recruitment system in institution, help to regulate the system and procedure of the into in institution, norms into the act of institution, to solve the current problems of personnel to enter; help to expanding the selection horizons of institution, broaden the channels, improve the overall quality of new hires and help to strengthening the supervision of the into with institution.With the reform of personnel system in institution, introduce the nationwide open recruitment rules and methods, also introduced open recruitment rules in many places, norms into the act of institution, many excellent talents to stand out from the crowd, to safeguard social fairness and justice, not only enhances the social services of institution, but also by all sectors of society to support and affirmation. But with the advancement of institution classification reform process in our country, as well as some local institution open recruitment arise many problems in practice, therefore, we should to speed up analyzes the all kinds of shortcomings exposed in institution open recruitment practices, and in-depth discussion how to improve institution open recruitment measures on these issues.
