Research On The Function And Positioning Of Basic-level Party Organizations In Negotiating Governance

The reform goal of the modernization of national governance system and the governance capability fully embodies the pursuit of modernity in China's political development in the new era.Modern democratic politics and modern state governance are in the endogenous relations of each other,which naturally meet and complement each other in the process of national modernization.In modern state governance,democratic procedures embody the instrumentality,and democratic goals embody the value.Democracy is a tool and a purpose,which is reflected in the whole process of governance practice.The development of socialist democratic politics is applied to nation governance practice by the communist party of China,which is the theory of socialism with Chinese characteristics,is also "the party leads the people in effective governance state" action.As a form of the realization of the socialist democratic politics,deliberative democracy has gradually formed in Chinese revolution,construction and reform process,and it is a theoretical system integrating academic rationality,policy and practice.Socialist deliberative democracy is the innovative development of Chinese democratic discourse and the latest theoretical result of socialist democracy with Chinese characteristics.In the five years since the 18 th national congress of the communist party of China,deliberative democracy has been widely concerned,and the combination of deliberative democracy and governance practice has become increasingly close.The 19 th communist party of China has further clarified the true meaning of the people's democracy: anything should be discussed,and the public matter should be discussed by all the people.It means that deliberative governance and deliberative self-government will be possible within a larger scope.The key to doing well everything in China is the communist party.To transform deliberative governance ideas into action,the ruling party is the key.The primary party organizations face the interest demands of the masses,and are the responsibility of the deliberative governance.Grass-roots party organizations promotes grass-roots deliberative institutionalization,unblocked interests expression channels,guide the masses to form a democratic decision-making mechanism,that is "the party deliberates with the masses,the masses discuss their own things with each other".deliberative mechanism is consciously embedded by the Grass-roots party organizations in the social governance practice,which is conducive to further adhere to and improve the party's way of leadership and governance,and is conducive to the innovation and development of the grass-roots party construction theory and practice.Thus,based on the three theoretical resources,national governance,deliberative democracy,the grass-roots level party construction,this paper gradually focus the problem on the function and the positioning of grass-roots party organizations in deliberative governance with existing practice cases.Grass-roots party organized the deliberative governance process,both in the theory of upward cross governance innovation space.They have a lot of innovation space in the theory of deliberative governance,and a lot of deliberative governance practice experience,and they also have the willing and ability to co-ordinate in the future development.The role and function of grass-roots party organizations in deliberative governance is directly related to the process of modernization and national governance,so there has a certain research space and value.According to the above ideas,firstly,the dissertation explores the innovation space of the ruling party's deliberative governance,including the positioning of party organizations at the grass-roots level in deliberative democracy of China's political system,and the embedded relationship of the deliberation and governance.The second part introduces several kinds of typical regional experience separately,and draws a overview of how China's grass-roots party organizations operate deliberation in the governance process,and excavates some models,such as the party conducting deliberation mode,organization deliberation,deliberation stability mode,think-tank deliberation mode,social organization involved in deliberation,deliberation of autonomy and so on.The second part focus on the party conducting deliberation mode,organization deliberation,and deliberation stability mode,representing the development of party organizations at the grass-roots level to guide deliberative governance at different stages,different places and different levels,different focus,summarizes the theory of researching results,forms representative structure layouts,prospects for refining deliberative governance theory.The third part analysis and summary refining the experience and regularity of grass-roots party organizations in the deliberative governance,and gradually find a kind of open democracy at the grass-roots level,which is formed in the party strengthen the grass-roots party organizations involved in the deliberative governance process.In the practice of organizing and guiding deliberative governance,there are numbers of good practices and experiences.For example,strengthen the party's leadership in the form of top-level design combined with multilayer construction,transversely guide the deliberative subjects in the positive interaction,cultivate and incubate social deliberative power,including social organizations and individual citizens,insist on incremental reforming and inventory optimizing on the system construction and so on.On the basis of summarizing the deliberative governance experience,the ruling party will strengthen the leadership and coordination of the deliberative governance,and may from a "one core and multiple subjects" open grass-roots democratic path.Chinese deliberative governance is constructing with the core of party leadership,with the multiple subjects including party organization,local governments and departments,social organizations and individual citizens,to build fully open deliberative governance pattern,to guarantee the democracy of grassroots social governance.The key to the open grass-roots democracy is the party building,the ruling party should strengthen the role of the battle fortress of the grass-root party organization,and speed up to construct an open governance structure that adapt to the demands of multiple interests.In the end,party organizations should actively open up the practice of multi-subjects participating in the deliberative governance and self-governance of the community,and promote the sustainable development of the self-government system at the grassroots level.Of course,the primary party organization leadership deliberative governance is still in its infancy,and there are difficulties and challenges such as functional positioning,institutional design,procedural norms and uneven development degree.In order to realize the comprehensive and balanced development of the grass-roots deliberative governance,the ruling party,especially the grass-root party organization,is still in need of unremitting exploration and efforts.All in all,on the basis of existing deliberative governance practices,party organizations at the grass-roots level should have positive action,deliberate with the masses,and build a new pattern of governance with widely participation,and raise the standardization level,which is beneficial to promote grass-roots party building scientific level,and is conducive to speed up the process of state governance and modernization.
