At present, as China’s economy continues to develop, attention also will improve education, as an important part of basic education- preschool education of social concern, however, pre-school problems also will appear from. Guizhou Province in the development of pre-school education is also the emergence of these problems, such as pre-school education in Guizhou Province planning unreasonable, the government’s financial input low preschool education, faculty shortage and low quality. The plight faced by pre-school stage, Guizhou Province, from the level of need for legislation to improve pre-school education in Guizhou Province, some of the legal system lag. The present study was conducted field research by the reality of Guizhou Province as well as pre-school survey data for statistical analysis. Guizhou Province to find preschool education problems in this way, along with pre-Guizhou province legislation giving specific legislative proposals so that the status of pre-school education, government responsibility, and financial security exact letter. Thus, help to protect children and the rights of Guizhou Province early childhood teachers, and promote the healthy development of preschool education in Guizhou Province.This paper is divided into four parts to elaborate.The first part: the introduction of this paper, the author mainly through the introduction of pre-legislative basic overview, Guizhou preschool necessity and significance to analyze legislation and forth. Analyzes the differences in the international pre-school, pre-school education of some of the existing laws and regulations and the need for pre-school in Guizhou Province and its realistic value legislation. Part II: The author introduces the situation of research, mainly for research purposes, research sample selection, research and research methodology through a simple exposition, to ensure that the necessity of this survey and the survey sample selection rationality so that the findings rely on the nature and adequacy.Part III: focuses on how the situation in the field of research: analysis of survey data and the conclusions of the investigation and analysis. Through data analysis of field research on pre-existing problems in Guizhou Province through data analysis and summarizes the status of pre-school education in Guizhou Province.Part IV: mainly for pre-school education in Guizhou Province proposes specific legislation proposals. The main author is to give advice on the legislative level pre-school in Guizhou Province, mainly to give specific recommendations from three aspects: First, the guiding ideology of legislation; second, the principle of the legislation; third, specific legislative measures.
