Pre-primary education mainly targets children over three years of age before receiving compulsory education,which is the basic part of basic education.With the development of the rule of law,the speed of development of pre-school education is accelerating.The concept of the rule of law to ensure the development of pre-school education has been deeply rooted in the hearts of the people.The legislation of pre-school education has made great progress.Under the guidance of the Constitution and in accordance with the corresponding laws,education laws,teacher laws,laws promoting private education,laws protecting minors,etc.have been enacted,and the pre-school education legal system is taking shape.By the end of 2019,there is no special preschool education law in China.Under the guidance of imperfect preschool education legal system,provinces and cities are trying to carry out local legislation of preschool education according to the actual situation of local economic and cultural development.Because of the influence of various factors such as economic development level,legislative technology and local attention level,preschool education law in various regions has not yet appeared.The effect of educational legislation is uneven,leaving a large number of legislative gaps,but also a lot of practical problems.Based on the collection of 53 current effective local laws and regulations of preschool education in different regions,this paper analyzes the collected local laws and regulations of preschool education in different provinces and cities by comparative analysis method,analyzes the existing literature materials related to the local legislation of preschool education by literature analysis method,summarizes the viewpoints in the literature materials,and divides the contents into three parts.By analyzing and summarizing the current effective local legislative texts of preschool education,this paper sums up the mature experience of local legislative practice,finds out the typical common problems and some problems of local legislative texts due to regional differences,and gives its own improvement suggestions in combination with the actual situation of various regions,hoping to provide a little help for the development of preschool education,let the local legislation of preschool education gradually improve,and better promote the development of preschool education.This paper is divided into three parts: the first part describes the current situation of preschool education legislation in China and abroad,including the development of preschool education in China and the legislation of preschool education in China and abroad;the second part analyzes the current situation of preschool education legislation in China,including the analysis of regional differences in the number of preschool education legislation,content analysis and effectiveness level analysis three aspects,content analysis is from the legislative style and legislative content to discuss the response to social problems,and then through analysis and demonstration to find out the problems existing in the local legislation text of preschool education;the third part gives the specific improvement direction of the solutions to the problems found,including accelerating the central preschool education legislation process and improving the quality of local legislation To determine the rights and obligations boundary between different subjects of local preschool education and to improve the content of legal responsibility. |
