With the acceleration of urbanization, the fog and haze more and more aspects of attention. CPC’s Eighteen Notional Congress report raise the construction of ecological to the height of national political strategy for the first time. This is because the grim situation of air purification system capacity degradation. Regarding the cause of haze, the natural sciences have been given a reasonable explanation and proposed a feasible way of governance. But in the governance level, there are still many problems. On the one hand, economic development and environmental protection, there is a certain conflict; on the other hand, government can’t effectively integrate resources, leading to regulatory fragmentation.Governance and Multi-level governance theory note that the society needs is increasingly diversified, social issues and risks are also increasingly complex. Government must collaborate the market and citizenship. That’s true. Government can’t grasp all the valid information and sufficiently mobilize resources. Therefore, It’s difficult to solely rely on the government to effectively solved various problem. Only construction of multi-level mechanisms can identify issues, resource mobilization, and then solve the problem.In order to effectively solve the fog and haze problem, the paper suggests that the government should firstly enhance the concept of governance. We must raise awareness of the dangers of haze, and effectively implement green development awareness, expand pluralistic governance structure. Government need absorb market players, multiple subjects and others to face the haze problem. Secondly, government need to transform functions. Such as functions of law, economic and government regulatory. Finally, we should construction the long-term mechanism for functional transformation, legal norms, economic regulation, and citizen participation. Only then can practical make recommendations for the fog and haze governance.
