Using the theory and approach of compare economics and developmenteconomics, the author compared the basic structure and pattern of Chinaforestry science and technology system with Canada's. Comparison contentsinclude property system and decision-making system, science and technology circular control system, information transfer system, incentive system andsupervising system. The aim of this paper is to develop the reform pathwayand pattern of forestry science and technology system. The main researchresults are as follows: 1. Forestry science and technology system betweenChina and Canada is compatible despite of different political regime, amountof forest resources and economy development level. 2. The science andtechnology system of Canada, i.e. mixed possession system with nation-owed,private owned and joint venture of private and government, is also suitable toChina. But we should emphasis the nation-owned possession occupyprominent position. 3. It is reasonable that forestry research institutesdistribute in different regions of Canada because of different regionaleconomic characters and different forest distribution. The pattern of forestresearch institute distribution in different regions can be used of reference inChina. 4. Open and semi-open science and technology planning system canbe used as reference. 5. Compendium of Science and TechnologyManagement Practices is very important to science and technologymanagement. It incorporates science and technology decision-making pattern,circular control, information transfer incentive way and supervising modeinto one body and forms a system. We should establish a familiarcompendium of science and technology management practices like this toimprove management efficiency 6. Canada government owned 94% of totalforest property But the government entrust private companies manage forests.This forest management approach, i.e. private companies manage publicforests is also suitable to China.
