Construction Of China's Modern Enterprise System

Establishing modern enterprise is not only essential to the contradiction development between socialistic productive forces and relations of production,the economic basis and the upper constructure ,but also the only resolution to these two contradictions.And it is a revolution for enterprises. For such a long time our administration system of enterprises follows the model of planned economy.The malpractices arising from it are:first,outnumbered staff,heavy social burden and low efficiency;second, slowness of renewing the equipments and techniques and high cost;third,weak sales ability and stagnation of sales mechanism;fourth,unfi*tness of enterprises'whole quality into the market economy.In order to invigorate those large and medium-sized state-owned enterprises,our country has taken the following measnres:giving them decision power and profits they make,carrying our responsibility and making rent system and division between profit and taxes.However,these cannot eliminate such existing problems as the low efficiency and the heavy loss of state property.The root is that we don't have a modern enterprise system accordinated with the requirement of the socialized production and market economy. Focusing on the establishment of the modern enterprise system,this paper,applying the basic theory of dialectical materialism and historical n,iterialism,analyses the necessity of our establishment of the modern enterprise system from the following aspects : the constructure of the enterprises in try,shift of our coun the laboring force,investment subject of enterprises and the organic constructure of the enterprises.It also demonstrates the necessary premise of the establishment in the three aspects:independentlization of the enterprise property,the standardization of the function of the government,and the legalization of market mechanism. The author's basic point of view is:We must reform our current administration system in the enterprises and establish the modern enterprise system accordinated with our national situation.He also puts forward the five enterprises~ surviving mechanism factors,five enterprises s mechanism factors and five factors of theory guiding mechanism as the basic thought and conceivement of the micro- administration of the enterprises.This thought has some significance to our establishment of the modern enterprise system both in theory and in reality.
