The global engineering contracting is so important and in such a large scale that it simply can not be neglected by any government. It plays a significant role in a country's foreign economic and technical cooperation since it is beneficial to a country's exportation, foreign exchange reserve, employment and international influence. The latest Engineering And News - Records shows that the global market of engineering contracting reaches US$3,523.8 billions in 1999, and it is expected to exceed US$4,200 billions.Undoubtedly China should greatly develop its foreign-oriented engineering contracting business. A statistics suggest that China's foreign engineering contracts in 1999 amount US$10.5 billions, accounting for only a tiny part of the huge global engineering contracting market. This figure absolutely doesn't match China's national strength in the world. Why is it so? The answer lies in the point that the international competitiveness of China's foreign-oriented engineering companies is low. China's foreign-oriented engineering contracting business is unable to be rapidly developed unless the Chinese companies' competitiveness is enhanced. Based on the above, the dissertation tries to optimize the status quo, shortcomings and corresponding reasons as well as improving measures objectively and comprehensively. The author does his best to examine the factors leading to the low competitiveness , and from the angle of actual conditions of China's companies, puts forward sound countermeasures of improvement.The dissertation is divided into three chapters.Chapter one introduces the status quo of the global engineering contracting and China's foreign-oriented engineering contracting as well as the definition of international competitiveness. It points out the problems of China's foreign-oriented engineering companies, and further on it reveals that this is due to the low competitiveness of the Chinese companies.Chapter two concretely analyses the factors leading to the low competitiveness and the aspects the low competitiveness reflects. It mainly shows in three points: China's overall foreign-oriented engineering contracting scale is comparatively small, the individual company's business turnover is comparatively small, and the labor production rate and profit rate are comparatively low. The reasons why the competitiveness is low lie in three points. The first is financial inability, which causes defective in pre-qualification assessment, weak ability in contract execution, difficulties in claiming endeavour and lack of means in project financing. The second is the low managerial level, which reflects in the low efficiency in decision making, company system, financial management, long-term strategy, sense of cost control, profit earning means, information management and multi-major specialists. The third is factors from macro environment, including the nation's overall economic development level, company's ownership system, government's unified regulation and over-protection of home companies, etc.The last chapter is the emphasis of this dissertation, which is about the proposals of improving the international competitiveness of China's foreign-oriented engineering contracting companies from four aspects. The first aspect is making full advantages of China's entry to WTO and taking challenges of integration of the global economy. The author explores in depth the counter measures for improving international competitiveness from the angle of possible benefits arising from China's entry to WTO. These measures comprise of establishment of market-orientation company system, full exploitation of human resource and preventing experienced specialists from leaving our companies and so on. The second aspect is implementation of current international quality system and attachment of great importance to all process of company management and administration.
