China and Russia relationship is a very important part of China抯 foreign relationship. Since the termination of the Cold War , international situation has experienced vast changes and the relationship among big powers are in adjustments and changes. Compared with the changing situation, Sino-Russia relationship has developed on a stable and smooth track, which is largely due to the Russia抯 first president Boris Yeltin抯 unformidable will on developing Sino-Russia relationship. On the 31St December 1999, Boris Yeltin declared his resignation , Premier Putin took the place as an executive president and won the president election campaign several months later. Sino-Russia relationship after the iraguration of Putin has become a very noticeable issue. The thesis carries out study and analysis on it .The thesis is composed of four parts. The first part generalized the good foundation for the development of Sino- Russia relationship during Boris Yeltin抯 stage. It mainly includes Sino-Russia strategic cooperation partnership shows the direction for the establishment of Sino-. Russia relationship; Effective cooperation mechanism provides system guarantee for the development of it .The solution of border issues remove the important barriers to the development of it. The second part first generalizes the further development of Sino-Russia relationship in the fields of politics ,economy , military technology ,regional and world wide problems, etc. after the execution of Putin . And then, the fundamental causes that promote the development of the Sino-Russia relationship are analyzed from the perspectives of interior interests and exterior pressures. The third part expounds several elements that restrain the development of Sino-Russia relationship from the view of Russia .Putin?s foreign fragile position. In a certain extent, balancing the relationship with Asian nations limits .The development of Sino-Russia relationship; the distrust mood to China in Russia is the negative factors that influence Russia抯 foreign policy-making toward China. The fourth part puts forward the authors thinking about the development of Sino-Russia relationship. Sino-Russia relationship will develop smoothly in the near future, but there exists many changeable factors in the long run. The importance of Sino-Russia relationship should be understood from strategic height. The work on strengthening it should be carried out deliberately and we should be prepared to deal with the possible disadvantageous situations.
