People are the essence of management, subjective dynamic role of people can improve the management level. To enhance the people management of human resources(HR), it has significant effect on promoting enterprise operation , production, reform, management and development. ShuangMa Group is a state-owned company which is reformed from the original Jiangyou Cement Factory of Sichuan province in December 1996. It got into the stock market successfully in 1998. Due to the external environment change in the whole and the need of internal development of the company itself in the individual, the company confronted with shortage of high-qualified caliber in decision making and development of enterprise. In this case, the company increased its awareness of importance on personnel management. Therefore, it is necessary to make further research and analysis on HR development and management.This article analyzed the present-standing of HR development and management in ShuangMa Group. Not only did it prove the achievement in HR development and management of ShuangMa Group sufficiently, but also analyzed the problem profoundly and pointed out misunderstanding of HR development and management . Based on this, the thought and constructive countermeasure of HR development and management of ShuangMa Group were given. In the process of analyzing the present-standing of HR development and management of ShuangMa Group, it introduced the achievements generally as a experience and focused much on the analysis of misunderstanding. Misunderstanding could be generalized in three main aspects. (1) Unsoundness in system and unstandard in management in labor management. The article analyzed a variety of problems: labor and personnel arrangement, one turnip one pit, management of labor contract, and so on. (2) Unsoundness in inspiration and evaluation system and unreasonable classification in rewarding. This is the most important part. It emphasized in analyzing specific policy on evaluation of employees' achievements and rewarding and fining of their work. Then find out the existent scarcities. (3) It is unsound in system and not enough efforts were put in. It is also analyzed employee's everyday training and management of on-job antecedent education. Due to the misunderstanding of the three aspects above, the ShuangMa Group's people-oriented management has been transformed to a fining method. In this way, the employee's subjective dynamic role and activity couldn't be put into full use and lack of spirit of devotion and creation. In addition, the enterprise isn't solid enough and the relationship between the employers and the employees was not harmonious enough. To solve this problem of HR development and management, some constructive suggestions have been given in seven aspects: 1) to improve importance and imminence awareness of HR development and management 2) to reorganize Hr and optimize the HR structure. To know real present-standing of HR and analyze every employee's excellence in order to arrange business more reasonably 3)To perfect evaluation system of achievements 4)To perfect rewarding system 5)To strengthen training of employee's quality and improve all elements' quality of enterprise as itself. Re-educate the professional people and provide strengthening training and training in accordance with all the employees. 6)To establish an unimpeded feedback information system. It should be communicated on time. Not only in headhunting of employee, achievement evaluation, working compensation, but also in training result. And it is necessary for performing political work actively to assure the information fluently and settle contradiction on time. 7)To strengthen people's cohesion and bring the property into play.This article focuses on analyzing the misunderstanding of HR development and management in ShuangMa Group and gives the constructive countermeasure to solve this problem.
