Logistical Development Of The Chinese Academy Of Engineering Physics Study

China Academy of Engineering Physics (CAEP for short in following) is the only all-round scientific research institute, which is engaged in the research and production of the national defense strategic nuclear weapons. Since it was established in 1958, it has made great contributions to our country in the research and production of atomic bomb, h-bomb and other hi-technology weapons. In this course, logistics departments of CAEP have offered powerful guarantee for project of CAEP. With the progressively established of socialist market economy and deepening reform of national science and technology system, the reform of CAEP's rear-service has been an inexorable trend.The reform of rear-service department is a matter featured by Chinese characteristics, which need the proof on theory as well as the research that depends on practice. This article traces back to the history, summarizes the present situation, analyzes the problem and cases, and puts forward one new pattern which rear-service department carry out classify management of the rear-service assets based on the construction of property right system during the transformation of the market economy. This new pattern divide CAEP's rear-service department into business and non-business rear-service departments.In business rear-service department model, rear-service capital running system is put forward that is fit for CAEP and demand of modern enterprise system. And rear-service capital running system can carry forward the development of rear-service department. The article thinks that CAEP can make the capital running system with three arrangement levels: capital-managing committee of the academy, capital-managing company of the academy, rear-service department, and makes the primary assumption to fulfil the process. The assumption includes the running of capital-managing company of the academy, the establishing of reward and resistant rules and so on.In non-business rear-service department model, based on the characteristic about these enterprises, the conceptions about perfecting inner business accounting institution, reforming distribution and financial allocation institution are raised. The conception can promote these kinds of enterprise to improve the quality of service, enlarge the scope of service in society, and create favorable condition for further development.The author hopes that through his preliminary analyses, assumption and suggestion can be beneficial to the development of the CAEP's rear-service department. If it is so, the author will feel contented and gratified.
