Logistic service system is a special organ that provides service for the social production and living. As an unpleasing result of the long-lasting planning economy in the past decades, the development of the logistic service system has been greatly restricted. Since the implementation of the reform and opening-up policy to the rest of the world, great emphasis has been stressed to the logistic service system by the central government, and policies and guiding principles have been made to direct the socialization-oriented logistic service reform. In light of such policies and principles, thorough reforms to socialize the logistic service system have been carried out in the logistic service departments of all the industries in China, and substantial progress has been made accordingly.As a large national defense S&T research complex founded early in 1958, China Academy of Engineering Physics (CAEP) has made outstanding contribution to the construction of the national defense of China. As an indispensable part, the technical supporting and logistic service system (S&L system) has provided a powerful guarantee for the development of the academy. The gradual set-up and improvement of the socialist market economy, as well as the further development of the national S&T management system, has finally made the reform an inevitable alternative for the S&L system in CAEP.As a special problem, the reform of the management system and operation mechanism of the logistic service system is somewhat full of the Chinese characteristics. As for the S&L system in CAEP, the case is even more remarkable compared with other industries. In this paper, an analysis of the current status is given based on a thorough review of the formation and the development of the S&L system. Besides, the necessity, possibility and difficulty of the reform are listed in accordancewith the characteristics, circumstance and the existing shortages of the system.Based on the above analysis, different reform objectives and modes are designed and proposed according to the different characteristics between the logistic service systems in the research institutes ("the subsystem") and the technical supporting and logistic service units ("big system").As for the reform of the S&L system in the research institute, transference to a new operation mechanism is proposed to achieve such an objective interpreted as "unified management, parallel operation and independent accounting" in its relationship with the research institute. In this paper, a model is set up based on the summary of the previous experiences in the reforms of the related units to achieve the reform objective by straightening the management relationships, defining the business scope, normalizing the inside behavior and clarifying the account regulations.While for the technical supporting and logistic service units, objectives are proposed respectively for the overall reform and system reform. Two kinds of reform modes are set up in concern with various contents of the reform, namely, "rapid and direct participation into the society" and "gradual (step by step) and classified participation into the society". The second mode is thought to be adaptive and applicable for the reality and practice of CAEP. Besides, a discussion is made of the near-term objective, policy proposal, basic requirements and countermeasures of the reform. As for the operational technical supporting and logistic units, a modern enterprise system is required, in which, the capital operation system should be with such 3 levels as the operational asset management committee, the investment company and the logistic service enterprise. While for the non-operational technical supporting and logistic units, a strengthened accounting system isrequired, as well as a better assignment system, for a better service quality and a broader social service scope.As a wish of the author, the analysis and investigation of this paper should be of some significance to the reform of the technical supporti...
