The primary content of this paper is about how to develop the organizational culture in China Academy of Engineering Physics (CAEP). At first I introduce the basic concept and the basic theory of organizational culture, then through the analysis of the form and the actuality of the organizational culture in CAEP, I expatiate the material content of the actual organizational culture system and find out the shortage of it, so I can combine the change of the situation and the strategy to indicate the direction of developing the organizational culture of CAEP in the future and the material method at present. The whole paper includes five parts.The first part is the preface, I expatiate the cause and the purpose of writing this paper in brief, then through analyzing the overseas and the domestic actuality of the research about the organizational culture I bring forward the practical significance of this paper. In the second part I introduce the basic concept and theory of organizational culture, I also introduce the basic method to construct the system of organizational culture, these are the foundations to analyze and solve the material problems of the organizational culture in CAEP in the latter part. In the third part I introduce the form and the primary content of the organizational culture in CAEP, emphases the "five spirits" which combine with the career development of the CAEP to come into being, the "five spirits" is the core of the spirit culture in CAEP, It is also the core of the organizational culture in CAEP, besides the "five spirits", I also introduce the content of the institution culture,the behavior culture and the material culture in CAEP to make the introduction more systemicand more comprehensive. In the forth part I analyze the need to develop the organizational culture of CAEP in present, through expatiating the shortage in the system of the organizational culture which cause some adverse influences, through expatiating the changes of international and domestic situation which cause the strategy of CAEP to change accordingly, and also through expatiating the variance of the social culture background which cause some concussion to organizational culture of CAEP, I educe the conclusion that it is necessary to develop the organizational culture of CAEP and it is the essential precondition to insure the career of CAEP develop constantly.In the fifth part I give out the countermeasure to develop the organizational culture of CAEP. At first I indicate the direction of developing the organizational culture of CAEP in the future: to develop the innovative organizational culture, the human-care organizational culture, the learning-style organizational culture, the peculiar scientific research culture. Then I expatiate the material content of developing the organizational culture of CAEP in detail, which is also combined with the basic aspect of the organizational culture: the spirit culture, the institution culture, the behavior culture and the material culture. At last I expatiate the material method of developing the culture, which make the culture system constructing more exercisable and make the correlative department of CAEP can do this job practically.As a whole, the five parts of this paper is precise in logic and is compact in structure, I enumerate a great many examples and data to make the conclusion more authentic and avoid talk in generalities,and I also combine the actual situation to make out a detailed plan to build the organizational culture system of CAEP, which make the content of culture construction which seems empty in the surface to be abundant and concentrate actually.The construction of the organizational culture now arouse much attention from many departments in CAEP, but ROME can not be built in one day, the construction of the organizational culture also need a long way and need everyone's effort, if this paper's research can contribute to it, that is my best wish and greatest honor.
