With human being entering the 2l(st) century, the world is stepping into anew era, the characteristics of which is that a huge change has happened toneeds and wants, that today in economic, political, cultural and naturalenvironments enterprises face competition are far stronger than before, soenterprises encounter more draconian challenges. Operational strategy, acomprehensive plan the enterprise must make for the long-term survival andfurther development in the long run in the face of the new environment full ofkeen competition and crude challenge, is the focus of an enterprise's strategicthought and the base of making a program, defining the enterprise's businessscope. This paper, based on the research of Xian Sea-star Modern-techCo.,LTD(SEA-STAR MODERN-TECH), discusses the issues on how to selectand make an enterprise's operational straegy under the new environment.It is of great significance for private Hi-technology enterprises such asSea-star Modern-tech to make operational straegy fitting the new competitiveenvironment. This paper analyses and assesses the competing quota of Sea-starModem-tech by PEST (Political Economic Social & Cultural Technological)analysis, industrial life circle matrix, Porter's competition model and theimproved Porter's analysis model, industrial competitors' core capabilityanalysis, competitive profile matrix, and extemal factor evaluation matrixmethod. By analyzing and evaluaing the internal environment of the companybased on resources condition analysis, core competency model, corecompetency matrix and internal factor evaluation matrix, the paper finds out thecompany's main problems at present. The paper also conducts a strategicmatching research by SWOT (Strengths, Weaknesses, Opportunities, Threats)analysis and SPACE (strategic position and action evaluation), contrastivelyanalyses the different types of operational strategy by choosing criterions, anddetermines the company's final operational strategy based on QSPM(quantitative strategic planning matrix). Finally, the integration strategy basedon supply chain manaement is chosen and determined, as well as the strategicgoal and implementing proposal.This paper is the reference for Sea-star Co. and alike and also istheoretically valuable to general enterprises to make straegies. Furthermore, itcan provide a method to guide them.
