Although China’s NGO(non-governmental organization) and nonprofit scenes have come into existence relatively late, and they have a relatively weak base by which to build upon, they have very rapid development such that they have been able to carve out a very distinct role in the society. With China’s rapid economic development, every aspect of the society in undergoing dramatic change. In comparison with international NGO,China’s NGO are overly reliant on government subsidies for development and survival. China’s NGO face all manner of developmental challenges due to the changing social climate, among them are China’s unique political system, external management difficulties, unstructured organization,unsystematic management, inefficient operations.In this temporary external environment, which we could unable to change it,so that China’s NGO organization development should focus on the organization management and organization structure construction, the organization development can adapt to the trend of the times better.This thesis paper first from an economic and both social and political vantage point clearly separates Chinese NGO into two main types, "non-governmental" and "non-profit." Secondly, analysis and summarizes China’s NGO management structure theory,collected Chinese and overseas NGO’s development present situation and environment research. Thirdly, we look at two sample "non-governmental" NGO,KJXH(hereinafter referred to the China youth science and technology workers association) and QCH(ShenZhen city council for the promotion of youth entrepreneurship), two similar "non-governmental" nature of the organization as an example, the analysis is put forward in the non-governmental(nonprofit) organization structure optimization design is a primary factor, in order to improve the efficiency of organization and the QCH involved in the process of development of membership, the board of trustees, assigning system, simple structured organization, matrix series of problems such as structural organization and the factors are analyzed and summarized,through the method of observation, no structured interview and questionnaire method,put forward QCH in complete organizational goals need to be addressed by the organization structure. Fourth, we utilize management theory to put forward a plan for how QCH’s organizational structure can increase organizational operational efficiency,and how said plan can be put into practice,figure out which departments need be established, establish a healthy organizational structure, and figure out which method of management need be incorporated. Holding on to talented employees and increasing organizational efficiency are difficulties that NGO all facing the same problems can draw lessons from, and are key elements by which NGO can build their organization and increase organizational core competitiveness.
