County Land Optimal Allocation Of Resources Mechanism And Mode Of Study - For Example, To Chongqing City Shizhu

Land is the substantial base on which human抯 survival and development depends. Its quantity, quality and constitution attach much importance to national or local economic and political strength as well as developing promise. The optimal regulation of land resource has already been one of key factors and the focuses of all facets which restrict the economic development in our country in consequence of its physical-supplying limitation, economic rarity and the eco-environmental problems resulting from the abuse of land resource. The land use system at county level, a relatively independent and opening one, is the important component of the social economic system. It is a basic unit in the regional land- use system, a joint of macro management to micro utilities in our-country land-use system, which not only embodies both national macro land-use policies and regional labor-divided instruction, but also coordinates and manages the concrete land-use of villages, towns and even land lets. During the transition of planning economy to market economy and extensive economic increasing modes to intensive ones, the relationships, on one hand, between the social economic development and the proper regulation of land resource, economic increase and resource status, survival environment and human activities, become closer and closer. On the other hand,. here arise the simultaneous failures of the market and the government from the regulation of land resource. It is many years since the master plan of lazrd-use a~unty level wmade, but it has seldom been carried out. The basic reason is that the plan is less scientific and operatic. How to make a scientific and operatic plan is one of the problems which the planers confront under the new conditions. So this thesis takes the county area for an example, with eyes on the S.D. criterion, deeply analyses the reasons that the problems of the regulation of land resource emerge, and further puts forward some countermeasures on the basis of the complete analysis of the current status and existing problems in the regulation of land resource of Shizhu County. Base on the above this thesis also sets up a series of models in terms of the macro, meso and micro levels of the land-use system as well as the concrete land-use goals, so as to supply for the master land-use plan at county level with some theoretical basis. There are five parts in this thesis: Part one begins with the analysis of the conception, aims, standards and concerning theories, and systemically sets forth the scientific principles of the optimal regulation of land resource, which is supposed to be based on the principles. Part two completely analyses the current status and existing problems in the regulation of land resource of Shizhu County according to the land-use intensity, structure and mode. Part three completely analyzes such human mechanisms of the optimal regulation of land resource as the marketable adjustment, the governmental plan and the public supervision, and further explains that the rational governmental management and the efficient marketable adjustment, as the mutually supplementary and alternate mechanisms, are necessities of the implement of the optimal regulation of land resource in which the public play an efficient supervising role. On the basis of the rational recognition of these all mechanisms and its running order, this thesis, together with the reasons of the problems in the optimal regulation of land resource, analyses their resulting factors and finally puts forward some countermeasures.
