Research On The Optimal Regulation Of Land Resource At County Level

Land is the material base of mankind existence and society development. With the growth of population, the contradiction between the people and the land has been more serious day by day. How to utilize the limited and rationally is an important issue for regional sustainable development .This article uses Jingyan County, Sichuan Province as investigation demonstration, on the base of analysis on land utilization location, natural, social and economic background, studies the configuration and quantity characteristics of land utilization and the problems in existence of land utilization, applys linear programming method, taking the aim of structure optimizing of land utilization, according to the restriction qualifications of land area, population gross, primary products requirement, water resource, entironment condition, policy control of land utilization, constitutes the subarea optimizing model and configuration optimizing model of land utilization,carries out rationality and durative analysis of optimizing scheme according to the local fact ,at the same time, brings forward practical ensuring measures for actualizing optimizing project of land utilization configuration, provides demonstration investigation for optimizing collocating of county region land, provides theoretical basis for the scientific .rational, sustainable utilization of land resource.The main results of this investigation are as follows:1. Jingyan County has the characteristics in land utilization of rather high cultivating ratio, town land utilization degree been rather low, land utilization situation being mainly agricultural utilization, flow losing of water and soil being great , proportion of middle or low yield land being high.2. In Jingyan County from 1998 to 2003 land utilization was essentially stable, proportion of fanning terra reduced somewhat, roportion of non-farming terra increased, woodland overlay ratio increased, land utilization efficiency increased yearly. Non-farming population, GDP and building terra quantity are the main driving genes of land utilization diversification;3. Result of land bearing force analysis indicated, compared with population quantity in existence, population carrying capacity in Jingyan County had potential of only 3 per cent. Population problem in a period of time in the future will still be the stress task of government.4. Adopting arrangement analytical method, selecting 15 estimate indexes which reflect economy, society, zoology benefits, evaluate the land utilization benefit in Jingyan County.The result indicated from 1997 to 2003 in Jingyan County land resource sustainable utilization level as a whole assumed the trend of stable rise, land resource utilization came into phase of good circulation, integrated benefit of land utilization assumed increasing state,but amplitude was...
