Today, with the acceleration of the globalization of the world economy in the 21st century, human resources are playing a more and more prominent role in the development of an enterprise, and the management of the staff performance, which serves as a control system at the center of human resources management and development, is also drawing greater attention from the people, and has thus become a key point in the management of human resources at an enterprise.This paper describes Sichuan Double-Horse Cement (Group) Co., Ltd., which is a large state-owned enterprise, has endeavored to achieve a two-digit annual growth in a short span of 3 to 4 years after the transformation of its economic system. The company has become a leading enterprise in the southwest of China in the production of cement, and it also expects a favorable tendency in further development and expansion. This paper then analyzes the interrelation between the staff performance and the management of the same. Thanks to the emphasized management over the staff performance, an examination system on the staff performance has been established, which has become consummated and gained development momentum through practice.This paper consists of four chapters and they are as follows:Chapter One: A Brief Introduction to Sichuan Double-Horse Cement (Group) Co., Ltd.In the development of Double-Horse Group, human resources have played an important role. By adopting SWOT methodology, this paper endeavors to analyze the opportunities and challenges that Double-Horse Group is confronted with. It lays emphasis on the conception that an enhanced management over the staff performance is one of the key factors in achieving the development strategies of an enterprise.Chapter Two: Analysis of the Theory of Staff Performance at the Double-Horse GroupAs is believed in the theory of staff performance, there are four factors of the enhancement of performance, namely, stimulation, skill, environment and opportunity, among which stimulation and skill are subjective factors having great potentiality in store for exploitation, and they are the linchpins in management. The system, set-up establishment, methodology and basic substances in the examination of performances as practiced at the Double-Horse Group meet the requirements of the staff performance in the aspects of multi-dimensionality, multi-factor property and multi-dynamic property whilst boasting scientifically and rationality to a certain extent. Thus the practices by the Double-Horse Group are effective, and should be persisted in.Chapter Three: Main Substances and Evaluation of Results of the Management of Staff Performance at Double-Horse GroupIn a short span of a few years, the Double-Horse Group has scored good achievements in the management of staff performance. With the enhancement of the quality and capability of the managerial staff as its very objective, the Group made efforts on the management over the managerial staff by carrying out "Follow-up Examinations and True Reflection in Dynamic State", as well as "Two-stage Management and Five-stage Examination". As a result, the Group has made it possible for the leading personnel to go on duty or go off duty as per their actual performances. In order to trim the staff force and improve work behavior, the Group went on a campaign in which the staff was tested once a year, and examined once a year, and last elimination. Specifically, any staff that become the last one through the test and examination will not be entitled to renew or extend his/her labor contract, or will be diverted to other posts, or will be put on the waiting list for next vacancy possible. Thus the Group has made it possible for the staff to get employed or unemployed, or get paid high or low as per their actual performances, which intensified the competition among the staff, enhanced the self-management and self-control on the part of the employees, whereby the enterprise gained stronger capability to survive in the market competition.Chapter Four: Exist...
