Research On The Level Of Rural Revitalization And Its Influencing Factors In Poverty-Stricken Area

The problem of agriculture,rural areas and farmers in China has long been unresolved issues in rural development.While the implementation of the rural revitalization strategy plays an important role in promoting the development of agriculture,rural areas and farmers.But the implement achievements of the rural revitalization strategy and its influencing factors are different in different regions.Besides,the effect of measures adopted by Chinese government is also difficult to directly estimate and that will not only affect the level of rural revitalization,but also lead to a certain resource waste.On the other hand,the implementation of the rural revitalization strategy in poverty-stricken area is meeting the urgent challenges due to limited resources.So we should think about how to get more benefits by input of the limited rural resources and to further reduce the waste of input of resources.This is the urgent problem to be solved in realizing rural revitalization of poverty-stricken area.So the paper aims to study the level of rural revitalization and its influencing factors in poor areas that is of great significance.The paper selects 37 poverty-stricken counties in Hubei province as research object and analyzes the level of rural revitalization and its influencing factors by respectively using SBM model and Tobit model based on the data from 2003.Firstly,literature analysis and principal component analysis are applied to obtain the indicators of input and output.Secondly,the level of rural revitalization of 37 poverty-stricken counties in Hubei province is measured and evaluated by using SBM model.Lastly,the efficiency value obtained by measuring and evaluating the level of rural revitalization is as an explained variable and then to analyze the influencing factors on the level of rural revitalization by Tobit model.There are three research findings: firstly,the level of rural revitalization of 37poverty-stricken counties in Hubei province is satisfactory on the whole,but there are still 6 poverty-stricken counties that their level of rural revitalization is low.Secondly,there is different degree of input redundancy when 37 poverty-stricken counties implement the rural revitalization strategy,whether their level of rural revitalization is high or low.It indicates that the government should scientifically plan and strictly control the input of resources in promoting the implementation of the rural revitalization strategy.Thirdly,the level of rural revitalization is mainly affected by these factors of talent,land,capital and technology,and the strength of influence successively is agricultural land,rural talent,modern technology and fiscal investment and all of them have positive effect.While both of the degree of urban-rural integration development and the degree of industrial structure optimization has no obvious effect.Lastly,according to the research conclusions and the current situation of implementation of rural revitalization,the paper about how further improve the implement achievements ofrural revitalization strategy in poor areas puts forward four policy suggestions,which respectively is to strengthen the government's organizational and planning capacity to reasonably dispose the input of resource,to accelerate the transfer of rural land to realize the scale operation of agricultural land,to standardize policy and system construction to ensure the sustainable supply of talent,land,capital and technology,to play the advantages of resource endowment to improve the structure of rural industries.
