China抯 entry into the WTO will bring new opportunities and challenges to agriculture of the Pudong New Area. For a long time, Chinese agriculture had been labor-intensive and the output had been low. Since the reform and opening up to the outside world, the agricultural productive forces have been improved to a great extent and the agricultural product has kept balance on the whole and has had surplus in good years. But at present most of the agricultural products in China are primary ones and the additional value is not high. With a large amount of foreign agricultural products which may pour into China after China抯 entry into the WTO, the attempts to the main agricultural product, such as cereals, rapeseeds and cotton is vigorous. It is urgent to adjust the structure of agriculture and to develop the superior kinds to enlarge the international market share and to improve competition in markets. On the basis of analyzing the present situation of agriculture development of China and Pudong, according to the promises the Chinese government has made and the corresponding the rules of the WTO, this essay aims at making comprehensive, systematical and thorough researches into the 搈etropolitan agriculture mode?in Pudong New Area after China抯 entry into the WTO. The author puts forward the idea that Pudong should develop four major strategic systems and three industrial chains. The four systems are the dynamic force system for agricultural development, the industrialized structural system, the spatial system for industrial development and the social supporting system for agricultural fortune. The three chains refer to the commodity chain, the tour chain and the service chain. Pudong should develop the key industrial areas and combine the traditional mode of agriculture with modern information technology and management tactics tightly. It should mainly develop 搕he hi-tech and large-scale 2 green agricultural products and intensive processing industry, large-scale agricultural hardware and software innovation industry, modern ecological agriculture industry?in its industrial development. It may have 搊ne leading point, two spots, one belt?distribution in space and take 揷ompany + farmer?mode in the social supporting system. The author also suggests that Pudong should determine the seedling industry, biological technique industry, means of agricultural production industry and agricultural product processing industry as the key investment projects. The author suggests that Pudong should have various mechanisms for funds collection, such as encouraging venture capital investment, attracting investment from enterprises, wining the support from commercial banks, etc. At the same time, the author proposes that Pudong should speed up the government reform and strengthen the effect of investment and policies. The government should further adjust the industrial structure and distribution,absorb, cultivate and appoint more talents to accelerate the development of agriculture in China, and to adapt to the new international agricultural pattern after China抯 entry into the WTO.
