Being defined as the Intellectual and physical resources in human body, human resource refers to various abilities of the laborers who undertake the production or provide service to promote the social and economic development. The human resource management means applying scientific approaches to harmonizing the relationship between people and work, dealing with the conflict among the staff, and exploiting the potential of the employees for the purpose of performance improvement, suitable personnel arrangement, and the realization of the targets setting by the organization. Based on the previous researches, this paper presents a systematic study on the definition, characteristics, and status of the human resource management, performance management, and performance appraisal. The paper discusses the core position of performance management and performance appraisal in the human resource management system and summarizes the accomplishment and major problems in current performance appraisal studies, as well as the selection for various performance appraisal approaches. The paper gives further presentation about the principle, request and content of the performance appraisal. To solve the current problem of the quantified indexes which fail to contain full-scale information in the performance appraisal process, the paper presents the fuzzy measure model in HR performance appraisal to assess the performance of the senior management using a series of indexes which are traditionally considered as being not quantified but contain full-scale information. We use hena C network company as the example to do the research. And the result is satisfied. Due to the complexity of the subject and the limited boundaries of my knowledge, a further profound and painstaking research is needed to seek after the new performance appraisal patterns of human resource management in high-tech enterprises fit for the situation of China.
