In the Knowledge Economy era, human capital becomes the vital factor for firms to maintain competitive capability, and promote firms' innovation. Therefore, human capital gets more and more attention, enhancing the human capital effectively is the linchpin of companies wining competitive advantage. Men are knowledge carriers. The value of knowledge will be materialized by practice. However, the information acquired by a single person can't keep firms running in Information Age. In some sense, the learning of a organization is team learning. The organizational design must integrate individual learning into team learning.The learning organization is the mode of the unborn successful companies. The LO is a framework and a managing mode that can exert go-aheadism entirely. To constitute a LO, the firms must carry out five disciplines: Personal mastery, Improving mental models, Team learning, Building shared vision, and System thinking. The five disciplines are the approaches to enhance the human capital.Based on the research on the traditional theories of human capital, this article uses the tools of organizational learning to syncretize enhancing human capital and constituting LO, and designs a system dynamic model. Additional, we illustrate a case of a firm in Hangzhou, validating the effectiveness of the model. Furthermore, we forecast the current of organizational learning.In the end of this article, we draw a conclusion based on the above research: the mode of organizational learning can be applied in China. Because the business administration in China lacks in the ability of systemic combination, and attach much importance to human capital, we propose that the five disciplines of LO should be generalized.
