Economic security is an important part of national security. And the national economic security means that the fundamental national economic interests are unharmed, hi the post-cold war, as a result of the transformation of international circumstance, the development of economic globalization, the fluctuations of world economic situation and the evolution of international competition, the issue of economic security becomes more and more prominent and every state government regards it as a national issue of fundamental importance.This paper defines the connotations of economic security expounding that the relation of national economic security and the economic security of a province is the relation of the general and the partial, the central and the local. It emphasizes on the economic security issue of JiLin Province, pointing out that to survey the economic security issue must be related with the study of economic development. Generally, as a less developed province, "the biggest insecurity" of JiLin economy is that it is relative poor and weak. Comparing to the domestic developed provinces, JiLin economy is more backward, the volume of economy is smaller and it lacks the solid basis to defend its economic security. Specifically, the major economic security problems JiLin faces in the course of economic development include: l)the high-input-low output industrial structure makes the whole industry less competitive; 2)the backward development of agriculture affects the economic development and economic security; 3)the unfinished regulation of the ownership system, especially the state-owned economy becomes the institutional restrictions on the economic development; 4) the heavily destroyed natural resources and the decreased ecological bearing capacity. At present, the economic security of JiLin also comes under the pressure of China's accession to WTO which includes the pressure of the institutional adjustment, the pressure on JiLin's major industries: automobile, petroleum and chemistry, grain, food and medicine.The fundamental ways to defend economic security are to develop economy, expanding the volume of economic output and increase the economy's anti-risking capacity. For this reason, we must workout the measures and countermeasures to strengthen JiLin's economic security: l)to speed up the regulation of the industrial structure and improve the industrial competitive compacity; 2)to develop agriculture starting with rural nationalization; 3)to quicken the strategic regulation of the distribution of state-owned economy; 4)to strengthen the preservation of ecology and the control of environment and improve the ecological bearing capacity. To mitigate the pressure from the accession to WTO we should grasp the rules and regulations of WTO skillfully, establishing macro foreign investment regulation system suit to the general international rules, making full use of foreign investments, devoting major efforts to train new-style administrative personnel and utilize fully the "green-box policy" and special items of WTO rules to defend JiLin's grain security.The paper consists of three parts.The first part deals with author's interest and understanding of the economic security issue. This part focuses on the connotations, the backgrounds of the prominence of the economic security issue and the angle of view of this paper.The second part analyses the economic security issue of JiLin province, emphasizing on the economic security trends of JiLin, the major problems it faces and the present pressure of the accession to WTO.The third part discusses the measures and countermeasures to strengthen JiLin's economic security, pointing out that the solid basis to defend the economic security is to develop economy and increase the economic power.
