In the period of half century course of development, the oil industry organization of china has undergone the change of combining and separating and. The oil industry managing system was regulated and reformed more times, but it was still afflicted with the rationalize decision of investment strategy. Now and future, the one of important question is investment plan lacking science and foresee and unsuitable investment structure. This paper confirm that scientific decision of investment strategy is an effective managerial method in oil enterprises by analysis and reviewing the history and characteristic of China, and analysis the foreign oil companies' investment strategy in the course of reform deepening and system change. It puts forward a series of countermeasures which set up a standard to judge the investment strategy and make the investment of oil reserve as a center of the investment structure.This paper aims at emphasizing adjusting countermeasures which is effective way by analysis the cases of foreign and China.
