Founded in 1986 as one of the members of China Youth Travel Group and being affiliated to the Communist Youth League Dalian Committee, Dalian Youth Travel Agency has 86 employees with assets worth RMB 10 million yuan and owner's equity RMB 6.42 million yuan, being an economic entity with independent corporate status.Under the background of China's WTO entry and the target of Dalian to develop the mainstay tourist industry and under the guidance of the modern management theory especially that on human resources management, the thesis determines the development strategy of the Agency, analyzes the condition of the tourist sources in Dalian market, the present condition, management and existing problems of the travel agencies in Dalian and the present condition of the human resources of the Agency, predicts various kinds of human resources needed for the development for the future five years, analyzes the conditions of the Agency for the internal and external supplies for the future five years, makes balanced analysis to the future human resources and based on which, gives plan to the human resources of the Agency. Furthermore, the thesis makes the plan of the Agency for selection, training and stimulation management in combination of the human resources plan thereof, studies and explores the principle and standard and the form and strategy of the Agency for personnel selection; the target and principleand content and form of personnel training; the principle and content of stimulation management, and determines the wage structure, the standard and form for issue of bonus, modification and perfection of the welfare system, etc. Through exploration, the human resources plan of the Agency is made conform to the requirements of its social development strategy, so that the plan can be better carried through and performed.Through analysis of the human resources plan of the Agency and the existing problems, it reveals the hardship and complication of conducting the personnel system reform in the state-owned travel agencies. With China' WTO entry, such reform will be imperative. The human resources plan can only be formulated to better meet the demands of business development after WTO entry under the condition of commercializing the allotment of human resources and that the State builds up a binding mechanism for labor capital and establishes an internationalized vocational training system.
