There have been several hundred years for European integration which not only formed the European Union but also was paid much attention and contemplation. We cannot deny that it is peculiar. These peculiarities mainly reflect building the unified institution above countries so as to gain more economic and political interests through the gradually transference of national sovereignties of member countries. The transference of holy national sovereignty only means that the narrow national concept of member countries becomes faint and the new concept of great power come into being. The important parts of national sovereignty include the administration of currency, Justice and home affairs and defences which are holy and cannot be violated. But today we are facing the opposite fact that the European central Bank has been operated for three years, the European Union officially issued paper money and coin of European-dollar, the whole areas of European-dollar began to use the unified money: European-dollar, the cooperation in the fields of Justice and Home affair promoted the very idea of European citizen among common people, Europe's rapid reaction force will be made up. In addition to the European Central Bank, the other institutions in the European Union such as the European parliament, the European Court of Justice are dominating the internal affairs of the EU even member countries. All of these facts have demonstrated that not only the integration violated the traditional national sovereignty but also some power were increasingly transferred and even lost. The EuropeanUnion is being developed from a united body of sovereignty states to a quasi-state. Why can the EU be fast developed to the current degree? Why can member countries transfer their holy sovereignties? And why did the EU have such stability? It is very hard to explain these questions through the traditional method of explanation about external causes. The internal causes are the most fundamental. The integration and transference of national sovereignty developed on the very idea of Europe based on the common history and culture, which is different from the previous national integration through force and power in history. The political elite in Europe based on it and achieved the current accomplishment of the integration. From the above comprehensive analysis, we may conclude that the European united states built on confederation or federation, the future of the integration, not only can be optimistically predicted but also is possible.
