| Laws aim at safeguarding social order and security and effectively managing the complex modern economy so as to set things to order for the government. In terms of modern rule by laws,laws should mainly act as the operation rules and system for the social economic life. As a big country with unbalanced development of social economy,it should be our basic object of current law reform and modern law evolution to adhere to rule the country by laws and build a socialist law-ruled country. To develop the West of China under the circumstances of the basically built socialist market economy,it is impossible to be away from the safeguard of laws. Economic laws will play important roles in it,especially the macro-control laws.To develop the West is a major strategic decision in the whole outlay of the economic development when our modernization progress is entering a new era. According to the jurisprudence,any social activities must be conducted within the range of laws. The West development should not be separated from the safeguard of laws. Only with sound laws conditions can the West development be conducted healthily,orderly,steadily and smoothly. This means:the West development must be closely related to the macro-control and the economic laws ...the main method of the governmental intervention. Modem market economy law shows the solution of macro economic problems must be supported by the governmental macro-control and the economic law shows the solution of macro economic problems must be supported by the governmental macro-control conducted in line with laws. Meanwhile,the governmental intervention should be safeguarded on the macro-control laws. At the same time,the reality of the West determines the playing of the role of the governmental macro-control and if it is necessary or realistic for the government to intervene.To illustrate the West development,the related macro-control and the laws safeguard,the following four points will be put forward:Firstly,though the introduction of the social community in the development of backward areas,the experience in the respect of other countries will be presented from three perspectives. I. Through the analysis of the governmental control work of the backward area development by the social community,it is pointed that even in the most free market economy,control work dose exit to some degree. Control work means a lot for the development of the backward areas. To develop the West,the major role of the program work should not be ignored and more attention should be paid to the function of guidance,promotion and safeguard of laws. II. By noticing the national support and preference to the backward areas,it is not hard to realize that the government,through law safeguard,tried to standardize and systemize the development policies so as to enhance the implementation of the national policies. III. Through the introduction of some countries,one thing is clear that it is extremelynecessary for the government to give the backward areas fiscal and financial support. The support given by the government is not only necessary for the balanced economic development but it is the government's responsibility to do so.Secondly,in terms of the safeguard function of the program laws,governmental macro-control and economic decisions will be illustrated. Policies by the government in the West development should be listed into the macro decisions and macro-control work,and they play specific roles in the national economic activities. As a set of laws with wholeness in the macro-control laws,program laws are a major part of the Socialist Market Economy law system. At present,there is no program law in our country,but some related rules should be observed in the West development.Thirdly,governmental macro-control,its economic decision power,the safeguard function of property laws and natural resources laws and other related macro-control laws will be illustrated.
