After several years of exhausting negotiation, China is now in the process of entering WTO. Without any doubt, it is beneficial for China to enter WTO in many fields such as the improvement of external trade environment, the speed-up of economic development and acquisition of most-favored-nation treatment and worldwide information.However, China will inevitably encounter great economic and cultural shock including different industries, regions and citizens. Under such circumstances, domestic industries, especially those that are vulnerable to international competition such as automobile, agriculture and telecommunication industries, are making great efforts in formulating relevant programs and measures.Generally speaking, any programs and measures are achieved by mens creativity. In a sense, research on human resources (HR) forms the basis and premise of any programs. Thus, we have to pay enough attention to the research on HR development strategy to meet the challenge caused by entry into WTO.This thesis, taking into consideration the effects arising from entry into WTO as well as China mid-term and long-term economic and social development program, is aimed to analyze present China HR situation and try to put forward China HR development strategy in 5-10 years. This thesis especially expounds the following, relationship between HR development and economic development, the achievements and existing problems of HR development, HR development situation of foreign countries and China HR development trend, strategic objectives and relevant measures after entry into WTO.Being comprehensive research on management science, this thesis is expected to contribute to providing scientific basis for economy, programming, labor and personnel departments to adjust HR development strategies.
