1) This paper seeks to establish a quality management system for Liaoshen regional police, with the focus how a continuous improvement can be kept for a long time, upon the foundation of quality management system.Around the focus, there are three questions must be answered:1)How does the quality of enforcement and service operate?2)How does the defect of the whole police organization lead to the final quality problem?3)How to revise the organizational defect in order to create consistency of improvement?The paper firstly distinguishes between the concepts of client and citizen, and identifies the terminology of enforcement and service.Using these terms, the implementation of value chain analysis unfold the whole process of police operational increment, then the first question is answered. Benchmarking, CMT questionnaire and self-assessment are used to find notable and potential quality problems, upon which a problem-tree system is built to answer the second question.To answer the last question, a conformed quality management model is designed and within the framework of which a quality management plan is developed, on the basis of former analysis. The main points of the model and the plan are citizen-oriented, continuous improvement and total participation.The paper only attempts to provide a foundation upon which others can build. Further research is required to provide more demonstrative analysis.
