With the deepening of our service-oriented government construction and transformation of government functions to the impact of increase, emerges a kind of integrated government service agencies--the Administrative Service Center. In the late 1990 of the 20 th century, the administrative service center in Zhejiang was built, and was copied in other parts of the country in a very short period of time. Administrative Service Center draws on the West "one-stop" Government work, develop and improve in the localization process of Adaptive step by step. In this process, the Government increased decentralization efforts, administrative service center is continually improving its own departments, personnel and construction of the Center as a whole. But because of Administrative Service Center has developed not long entrenched bureaucratic influence, government departments and other reasons, there are still various questions affecting local governments perform public service functions. Therefore, this article will introduce the concept of total quality management, to conduct an overall study of the Administrative Service Center.Administration Service Center of total quality management discussed in this article is not only a systematic and strategic studies, also includes the study of total quality management as a concept, tools. This paper argues that Administrative Service Center imperfections cannot be attributed to any one factor, but in the process of operation of each of these factors is problematic, there are problems with each other, and introducing Total Quality Management concepts and methods. The connotation, by introducing Total Quality Management and the application in the local government sector and cause analysis of local government Administration Service Center of sufficiency and necessity of introducing Total Quality Management, in the Center, around the aim of Total Quality Management of organizational culture, organizational structure, mechanism and network application platform approaches,and propose appropriate security advices.
