Improve Management, Strengthen The Functions Involved In Logistics And International Market Competition

This thesis generally introduces the developing process of the theory of modern logistics. At the latest Central Economic Working Meeting, President Jiang Zeming emphasized:" Mordern logistics should be greatly developed, to provide highly efficient service for national economy development."In order to providing customers with consistent and satisfactory service in modern logistics, a full-capital subsidiary company——China Ocean Logistics Company, which aims to be "the strongest logistic service provider and the best shipping agency", was set up by China Ocean Shipping Group. To meet the needs of logistic providers from modern enterprises and foreign capital ones in particular, China Ocean Shipping Company Sichuan Branch, the full-capital specialized international shipping Company established the Logistics Center of China Ocean Shipping Company of Sichuan in 2000. The Center is engaged mainly in conforming and planning logistics projects for large enterprises and provides the following main services: a, comprehensive modern logistic service; b, big bulk cargos shipment; c, large cargos shipment.However, after one year's running, in 2001, it got an depressed turnover——RMB170,000 in loss. In this case, the leaders try to seek the reasons and find an ideal managing way. There are some serious problems as follows to be solved urgently in management: a, unsound organization structure; b, unreasonable operation organization; c, lacking of logistic talent; d, imperfect financialmanagement system; e, withouta full application of modern information technology for operating management.Aiming at the above problems, the Center advises: a, how to manage well the whole logistic process rather than how to organize individual part; b, strategic adjusting managing structure to be multi-structure; c, cultivating modern logistic talents, which is regarded as a strategic task and the base fo modernized logistics modernized and to enhance scientific management in logistics; d, establishing logistic management organization, defining the aim and range of logistic management financial system in order to solve the problems in financial management and to confine the financial system, strengthen financial management and lower cost; e, the problems in MIS were brought about with the up growing information technology. Since China's reforms and opening, the state-owned logistics enterprises can not be the master of the field any longer. It must follow the way of internationalized management: a, to faster the construction of basic logistic equipments and high-tech logistic technology equipments; b, to cultivate international logistic talents, strengthen international logistic operating management; c, to establish global international logistic information network, strengthen international logistic cooperation.
