There are sixty-four cement manufacturers in ChengDu now. Except ChengDu Cement Corp. Ltd. is a modernized manufacturer with dried-method production line, and also a little larger one. The rest of all are traditional manufacturers with small scales .At present, domestic and international environments that influenced cement industry are undergoing great changes .on the one hand, aimed at serious unreasonable cement industrial structure. Chinese government enacted the policy of eliminating small cement manufacturers. On the other hand, China has entered the World Trade Organization. Labor-intensive enterprises gradually transfer from foreign countries to China, more and more large modernized manufactures set up by transnational blocs, and the situation of marketing competition in domestic cement industry is taking place great changes. Facing such changes, ChengDu cement enterprises should take advantage of correct development strategy. How to correctly position the development strategy ? It is the very thesis of this theme.The previous remarks recount the reason of writing the theme.This theme falls into four chapters.The first chapter. Analyze outer environments. This chapter has two paragraphs. The first paragraph analyzes general circumstances. Concentrate on politics, legislations, economics, scientific technology, social culture and other factors that influenced the cement industry. The second paragraph mainly analyzes the characteristics of cement industry; and international standard of development, trend of development. The current situation about Chinese cement industry, and the basic tactics about sustainable development in China.The second chapter. Make a research on current situation about ChengDu cement industry. This chapter includes three paragraphs, thefirst paragraph mainly generalize basic situation about ChengDu cement industry , the second paragraph analyze the superiority of Chengdu cement industry through the aspects of mineral resources, labor force, rate of marketing possession, flexibility of management system, and so on .the third paragraph analyze the interior conditions about Chengdu cement industry through two aspects: marketing competition and developmental potential..The third chapter. Discuss strategy of development. This chapter falls into three paragraphs .the first paragraph adopt the method of SWOT matrix to analyze development strategy in ChengDu cement industry .the second paragraph focus on the choosing of development strategy in superior manufacturers. Present a general strategy:" superior manufacturers should use strategy of mergement by means of low cost expansion in first stage; enlarge their scales on and on. Thus, manufacturers grow from small to large and strong, and then win the leading positions in market, become the marketing dominators; in second stage, adopt the method of rebuilding production lines to expand. Have the manufacturers progressed to modernized manufacturers, thereby , the competitive power strengthened." The second paragraph mainly analyze how to choose the development strategy for Chengdu inferior cement manufactures .and also present that "through the ways of being merged by superior manufacturers or adopt bankrupt settlement of accounts, inferior manufacturers retreat from competition in turns ,or adhere to superior manufacturers in cement industry ,become one of the member in leading business groups ,so avoid suffering more damages.The forth chapter. Through the case which study of development strategy about ChengDu QianJiang cement Corp.Ltd. present the working suggestions of strengthen the development strategy in Chengdu cement industry .
