Human resources is one of the most important resources as brain support for a regional economic development with the increasing value of knowledge. Human resources development is the endogenous variable, which is promoting a sustainable development of a region.It is very difficult to evaluate the grade of situation of certain regional human resources development. Study in this field now is limited and the existing evaluation methods are not practical and feasible.Through overall and deep document consulting, there set up a primary index system for evaluating the grade of certain regional human resources development in the paper. Furthermore, Method Delphi is used for the further amending. And the final index system is established which is more reasonable and feasible. The final index system is comprised by four dimensions (the first level index) and 16 second level indices and 41 third level indices. At the same time, the evaluation method is discussed further in the paper. Through a lot of analysis and integration, quantitative and qualitative methods, such as AHP and FCE, are used for measuring in the paper. The feasibility of the index system is proved by real case that Liaoning province and Zhejiang province are chosen for evaluating their grades of the return of development, which is one of dimensions of the index system. The Index System established is a help to institute regional human resource development strategy.
