Thus offers a new thinking to regional economy strategy policymaker ; Seem from reality , carrying on research of Hunan's regional competitiveness will contribute to people's strengthening the understanding of economy of Hunan, will help to hold Hunan's economy strategic position better. Thus develop the regional economic of Hunan better at a higher and newer level.The research applies a method with both theory analysis and positive analysis. First, put forward the question through theory analysis, and then give an explanation to the question that is found by way of structuring index system, finally put forward relevant countermeasures and suggestions on the basis of theory analysis and real example analysis:Use the qualitative analysis method and comparative economics method at first to explain the insufficient phenomenon exists in the regional economy competitiveness of Hunan, and propose the proposition that Hunan must try to promote its regional competitiveness to develop; Then structure a set of indexes system according to the reality of Hunan's regional economic development, the index system divides the regional competitiveness into three major parts and 10 great indexes and 24 concrete indexesaltogether of key competitiveness , basic competitiveness and environmental competitiveness ; Then use the factor Analytical method to analyze the collected relevant data, draw the assessment result of the regional competitiveness index system in Hunan, find out the advantage and inferior position of Hunan's regional economic development, find out chance and threat for Hunan to promote its regional competitiveness ; finally, put forward the effectual countermeasure about promoting the regional competitiveness of Hunan, according to the assessment result of the index system of the regional competitiveness.
