In the coming 21th century, the competition among modem enterprises more and more depend on the advantage of their human resources. Unless they emphasize and strengthen the work of human resources management, it could keep them in high position during the serious competence in domestic and international markets. As the business management being standardized and the market competition becoming bitterly, figures in economy and business also generally understand the importance of human resources strategy management. The human capital theory put first forward by THEODORE. W. SCHULTZ , an economist in USA . Human capital theory and encouragement theory produced and used in business management, that has made human resources management be as a "key question" to decide business successful. The article analyses and studies with positive and inductive method, through analyzing human resources management theory and human resources management case in XHJS, I thinks human resources management is not only applies to general business but human resources management strategy is more important in building business. By analyzing questions restricting strategy development on human resources management, this article put forward practical enforcement on this plan and designs human resources management strategy. Basis on this, this article produces secure measures to implement human resources management strategy forming new human resources management system, effective human resources importing,operation, development, encouragement and social security, in order to all-round studying the human resources management and promoting standard of management and promoting standard of management improving, making human resources management on business building. Hoping the building business can draw inspiration form the article, broadening their outlook, drawing inferences about other cases form this instance, guiding their work.
